ZEISS NETTAR IKON is a very old camera produced in Stuttgart, 1947-1952. It appeared way before DSLR or Mirror cameras, therefore it does not have a "traditional" viewfinder. It is simply a window that roughly allows you to understand where the camera is pointing. Because of this, focal length can not be adjusted via viewfinder, so the distance to objects needs to be measured manually.
